Educational Qualification & Experience

  • Certificate of Competency as minimum Second Mate (Foreign Going (F.G.) or Near Coastal Vessel (NCV) issued by Director General of Shipping (DG Shipping) or equivalent certificate of competency approved / endorsed by D.G. Shipping.
  • At least 2 years on board experience as independent watch keeping officer.
  • Possessing valid Indian Continuous Discharge Certificate (CDC) and Standard for Training, Certification & Watch Keeping (STCW) certificates.
  • It will be the responsibility of the contractor / deck officer concerned to ensure the validity of Certificate of Competency (COC) and CDC all the time during the period of deployment onboard.
  • Will be required to obtain Helicopter Underwater Escape Training (HUET) certificate and other mandatory trainings prior to being sent offshore.

Scope of Work (Deck Officer)

  • The Deck Officer will be posted on various barges for on-site review (on behalf of ONGC) of the approved anchor pattern. In case of any non-feasibility, suggest changes to ONGC base for approval.
  • On-site monitoring of the execution of the approved anchor-handling plan, including, but not limited to, witnessing of: the anchor Holding Capacity Tests; In position Survey(s); Post installation Survey(s); and Post Retrieval Survey(s).
  • Ensure safe positioning / anchoring of barges / vessels when not engaged in construction / other project related activities.
  • Actual position of anchors with respect to the approved anchor pattern to be submitted to ONGC on weekly basis
  • Supervise & ensure the implementation of ONGC’s Anchor Handling Policy 2011 (Attached as Annex A) on board the barge and submit weekly compliance report to base / Marine Survey.
  • Any anchor drag or any violations of ONGC anchor policy 2011 will be reported to base by the Deck Officer immediately.
  • Ensure compliance of ONGC’s Marine Operations Manual.
  • Any other jobs as assigned by ONGC as deemed necessary for improvement in safety of offshore operations.
  • Keep constant watch for any symptoms of anchor drag & initiate remedial actions.
